Understanding the Canadian fertilizer regulatory landscape

Fertilizers and supplements sold in Canada are regulated under the Fertilizers Act and its associated Fertilizers Regulations, administered by the CFIA. These regulations apply to both domestic and imported products and cover a wide range of materials, including:

  • Fertilizers – substances that improve plant growth or yield
  • Supplements – products that improve the physical condition of soil or aid plant growth indirectly

Certain products require mandatory pre-market registration, particularly those containing novel ingredients, micronutrients, polymers, sugar additives, molasses, signalling compounds, DNA aptamers, vitamins, amino acids, nanomaterials, microbial components, or those making specific performance claims.

Canadian fertilizer and supplement registration

To be registered in Canada, products must meet CFIA’s safety, efficacy, and labeling standards. The registration process includes:

  • Submission through the MyCFIA electronic platform
  • A detailed application including product specifications, safety data, and proposed labeling
  • A review period based on product complexity and risk profile
  • Registration validity of 60 months, with renewal required thereafter
  • Products that do not require registration must still comply with labeling and safety standards
